Seems to be a problem in the Manchester area as a traveller was stolen and left there but was not burnt out

So if the insurance has paid out does that mean he wouldn't get his car back anyway and that the insurance company could sell it for a profit, if he can't afford to buy his own car back??

If the insurance company has paid out the insurance policy value of the car to the owner and then the vehicle is found it belongs to the insurance company and it's up to them what they do with it. They may contact the owner and sell it him back, but it's up to the company.

So if the poor old boy has to spend some of it on his heating bills this winter he's stuffed.

Some years ago my wife had her 2nd scooter stolen which was on 3rd party only insurance.(since the first theft put the cost of insurance through the roof to the point that the excess ws more than the value of the scooter). So, there's going to be no insurance payout.
18 months later we get a letter from the DVLA as someone was trying to register the scooter but she was still down as the owner. Long story short, the scooter had been recovered by the police a week after being stolen and despite us having reported the crime given all the details, given the crime ref number, we weren't informed. When the new owner tried to register it triggered the DVLA letter to us.
Very embarrassed police paid the value of the scooter but there was no way we could get her scooter back of the new owner; it was now their property.
