I too struggled to remove the locking lever and found this post which gave me a clue.
Mine didn't have a split pin or P Clip holding it in.
There is a spring loaded pin on the underside which you need to press in with a flat blade screwdriver before pulling the locking lever out.

I've just spoken to Footman James and asked them to clarify the situation.
Basically, it's only under club schemes, like our MMOC, where they will quote new policies or renew existing ones for under 25 year olds.
They assured me that my 18 year old daughter would be offered a renewal in March!
