When ever I hear that someone has changed all the old electrical parts for new ones my heart always sinks because the old ones are often of a better quality than the new ones and just need cleaning.

If you take the third motion shaft out and keep the first motion shaft in place can you fit the laygear and lay shaft in the correct position?

As far as I can remember, first I fit the first motion shaft in the case. Then I put the laygear loosely in the case with a length of welding rod through the laygear. When the track rods are correctly adjusted, exactly the same length of thread should be exposed on each side.
Then I fit the steering wheel to roughly the right place, drive in a straight line, stop and centre the steering wheel.

I have never needed to replace the bearing that the third motion shaft runs in and the only problem I had with a first motion shaft was when the bearing cage disintegrated. If none of the above works it is not unknown for the contacts to wear/burn out due to the high current that it has to switch.

I would be inclined to use as small amount of ptfe tape, assume that when you tighten it up the sender will cut through it and make contact with the engine and then check that you have an electrical connection with a meter.

I use a suitable drill bit to clean them out as much as possible. The largest one that will fit in the hole.

As long as you unscrew the old one carefully and screw the new one in right away without pressing the brake pedal there shouldn't be a problem.
