That's normal for a correctly set up carburettor; it provides the fast tickover facility that I told you about much earlier in this saga.

Hello Mike - as far as the car's history is concerned, I imagine you've already had a look at this:-

You could always ask Mathewsons where they collected it from then go and knock on a few doors in the neighbourhood to see what recollections the locals have of the car and its owner/restorer. Just a thought.
