Yes,I would worry about the damp / felt issue. Also 11mm is pretty thick.
I am considering DEDSHEET,(details via google) seems to fit the bill.

BTW. Wilkinsons do Evostick flashband tape. £5.98 for 3.75m x 100mm.
could also be usefull.

Please dont be tempted to wrap silver paper around a blown fuse ! it could seriously damage your wiring . Over riding the fuse could cause wires to overheat and could cause a fire ! Get a packet of 13 amp mains plug top fuses from the diy to use while fault finding.A cheap test meter is an invaluabl...

To save blowing Lucas 35 amp fuses while fault finding, I use 13 amp mains plug top fuses,
a bit shorter but will fit the fuseholders ok.

This happened to my car after the tank had been out, the sender unit had been fitted 1/4 turn out
causing the float to foul on the tank internal baffle plate. (bit scary draining a full petrol tank) !

If you look closely at this idea it is more effective than you may at first think. There is very little movement on the tubing if you use the right diameter as its 'locked in' by the notched handbrake lever and meets the gear lever far enough below the knob ( not enough movement to 'lift' it ). DONT BE PUT OFF ! this is a good idea that works and it is easy to make up. Mine is along the same lines as described by cmea, Using one inch metal tubing, 11 3/4 inches long but flatened at the padlock end,drilled through and padlocked to the gear lever.
