The verdict; it worked! I switched the hoses over last night and it seems to have worked. Maybe when the hoses are the wrong way round there is enough pressure in the system to force the valve open a small amount. It must make a difference - why else would every picture I see of a Minor engine shows...

Only just had the chance to check; it seems as though my heater pipes have been connected the wrong way round; the upper pipe connected to the heater valve. Could be. It's definitely not the original engine as it was a reconditioned unit judging by the fresh green paint and general very good condition of it. It does have the 1100 tag on it as well.
