could it need an oil/filter change?

the ignition light stays off and so does the orange light after I start..i'll give it a bit of choke and slowly take it off when the engines nice and warm...but then the engine slows down and cuts out.its been happening about 4 days and last weekend cut out on me twice while driving,i left it about ...
