Are you relying on the plate on the bulkhead for the VIN, or have you found the number stamped into the shell? It could be that someone has swapped the plate from one car to another. You need a 2-speed wiper motor. Unlike typical heater motors that can be switched in series with an external resistor to vary the speed, wiper motors have two sets of internal windings. There are 2-speed wiper kits available that come with the motor, switch and matching wiring harness.

Yes, the choke does operate the fast idle cam to slightly open the butterfly, but the description:
