When you say "tries to turn over" it sounds like the battery or leads you are using aren't up to the job and there may not be enough juice left to give a spark.
How well do it turn with the plugs out? Its not a bad idea to do this just to get some oil pumped around the engine.

I'm sure I've seen Minors with an earth connection from a front engine mounting bolt to one of the bolts on the engine mount turret.

You need to take the wheel off on the side the noise comes from and look for what is rubbing on what.
don't forget to look at the inside of the wheel rim.
Where rubbing has happened you normally get a rough surface with a sprinkling of fine iron filings each side.

You should carry a few plastic cable ties, ideal fix for this problem. Quick any easy, very effective.
They made the clutch on my old van so nice and light to operate I wasn't in any hurry to replace them with the metal rod.
