I'm afraid that that is laughably costly. I've seen these go for a couple of hundred quid. Any decent one has had the axle removed and replaced with indespension units which can be calibrated for the lack of weight

Not only expensive, and rusty, but depending on when it was made, possibly illegal, as trailers need to satisfy type approval or an IVA these days:

Looks like a USA plate and there's probably nothing illegal about it over there.
Can you imagine seeing this on the road over here, where there are rules about unprotected wheels risking pedestrians....
Not a particularly unusual sight over there.

But there is also the option to both lower/raise the Truck as required (if you design it that way), some kits these days will do it from your mobile phone.... , or have Power Steps drop down. The choices are numerous out there.
Some of the top end Lifting Kits can be $20,000, or probably even more these days......
