Quite possible if you over bore and stroke the crankshaft.
Last time I saw the engine it was 1380cc had a KAD 16 Valve head and fuel injection and was producing unbelievable amounts of power.
The spare 1400cc MG midget block I have came from Carl.

I know that 1400cc is perfectly possible.
However, it's a bit of a stretch from that to 1647cc isn't it .....

So long as you have the will and the money you can easily get a 'A' Series engine to 1596cc with a bore of 74.7mm x 91mm stroke.
Triumph 2.5ltr 6 cyl pistons can be used with the 74.7mm bore but some machining of the block may be required to suit.
The extra 12.75cc per cylinder should be possible with a few tweaks and a bit more money .
See David Vizard's book Tuning the 'A' Series' Section 14 Big Motors Parts 1 & 2 for details.
