DVLA can prosecute if they deem the vehicle to be capable of being restored and it has no tax.. this is extremely rare, but it depends if you catch the eye of an enforcement officer on a bad day. If it's not worthy of being restored, then it's probably not fit to be towed either. Some of the one's I've towed weren't taxed, but then again they were written down in the Local MOT man's book to have an MOT...

You can't be prosecuted for A-Framing a car with no MOT if it is within the trailer regs. However if whatever you tow is not fit for towing (e.g. bald tyres, jagged bodywork, doesn't meet the lighting regs) this is an offence, regardless of whether you tow a car, a trailer or an aeroplane... I got a fog light for my A-frame just to be on the safe side, and one day I might fit it.
