Try cleaning with a wire brush, loads of plusgas, soak over night, another soak..try to move the offending bolt a little TIGHTER,as this may break the bond it has made and if you do slip and round off the bolt it will still have a good surface area on the "undo "parts of the head.Allways use a decent fitting tool, socket preferably,or ring spanner.Once the bolt yields, keep up the lubrication and dont try to remove it in one go.ie undo do up undo etc. If the cylinders are scrap, try a blowlamp if its safe to do so.
