I use Autoglym caravan and motorhome cleaner and have found it brilliant for cleaning most things including vinyl (excellent for getting road grime and brake dust off wheels). Others use Cif kitchen cleaner and even, baby wipes work to a point. But if the vinyl has got water stains coming through from the back and not just surface grime then you might struggle to shift it.

Worth a try with the Autoglym and a nail brush.
