Parcel Shelf

Hi everyone
I have recently purchased a new parcel shelf from Newton Comm and fitted the metal rail and the padded cover to the front.
I notice that there are two threaded fixings on each side where the shelf goes. However, there is only one hole each end of the rail fixed to the shelf. What is the other hole each end for? I am missing something. Help please. Ty

For the ashtrays? Later cars had an ashtray on each side under the parcelshelf.

It isn't to do with ashtrays which are fitted to the shelf itself, not the car body. I think the extra holes were for an alternative (slightly lower) position of the parcel shelf if the (optional) heater was fitted. My own late Minor 1000 only has a captive nut in the lower hole because by then most cars probably had the heater fitted?
