Front Bumper Spring Bar

Need a little help please.

I've removed the front bumber (in the process of an engine and gearbox swap) and found that it has no spring bar (Item 1 in the diagram below) - it was just mounted with the spring - over rider supports (item 14).

Is this normal for a 1971 Traveller and if not then is it a major issue?

Not a huge issue but does add some strength to the thin metal valence and chrome strip esp. in an accident.

They are not expensive (but postage may be)
