At any point - perhaps when stopped in traffic - do you hear the fuel pump ticking away constantly? This would indicate a sticking float valve in the carb - which during normal running doesn 't matter too much , since the fuel is being used by the engine, but when idling it of course means fuel will be flooding over in to the carb, causing rough/rich idling and of course excessive consumption.
