My IT needs are minimal so I thought I'd buy a used laptop, not refurbished.
Has anyone got a favourite test I could run on a laptop to see if the hardware and software is functioning correctly
NB. must be simple to carry out

I had one similar to this a few weeks ago - https://www.pcworld.co.uk/gbuk/computin ... 8-pdt.html . Mine was £139 but the SRP was £209 and I expect they have sold out. It's OK for Internet access but it won't work with Windows things like Word (Though it does have Google things for doing the same kinds of thing, but I've not used them). I tend to think they are all junk, so I spend as little and possible on them and when they have to be binned, it's not so bad as if you've shelled out a lot.

Buy decent brands only, avoid Packard Bell, Medion, Acer
I always recommend HP. Toshiba, Dell, Sony, Asus
If you want to test an HP download the UEFI utility from:
https://www8.hp.com/uk/en/campaigns/hps ... diags.html
and put it on an EMPTY USB drive and hit F2 to boot from it, full test will show any issues.
If you want a major bargain, look for a newer laptop with a cracked screen, they are easy to replace! and people usually sell for scrap value. A new screen is about £40, An i5 laptop with a damaged screen less than £100. Plenty of tutorials on how to fit are on Youtube and they are easy to do.
