If an enquiry to the usual suspects (ESM, etc) draws a blank, they are not exactly difficult to make? I would use a piece of suitable diameter hard plastic pipe/tube or a piece of acetal rod cut at the required angle and drilled, or even 3-D print them.

The spacers are no longer made so you would need new old stock or second hand if you want to buy them. Try Minor Parts of Oxford for second hand (give Richard a ring as most parts are not on their website).
I agree it would not be difficult to make them but that is more difficult if you do not have an original to use as a pattern. Plastic tube could be used but it needs to be a snug fit on the wiper wheel box tube or the wheel box will wobble about.

I took some photos. The spacer is some kind of thermosetting plastic I think (a bit like Bakelite) or it may be a type of hard rubber (Ebonite).
I suspect if you tried to make one from pipe that the walls would be too thin for it to be stable. It would be better made by drilling out a rod.
