Another thought, whilst we all like to fix things, if you used a "garage" to supply and fit a new carb, then go back and tell them to sort it out. Butterfly bolts don't come off if they've been fitted properly!

Look for air leaks - a weak mixture can cause running on.

You can also check the petrol pipes and pump for leaks (and even the tank!) and also check the float level - if it's set too high then there will be a loss of fuel from the carb. General tuning is important, so check valve gaps, and ignition points and timing.

Too many regulations regarding spraying these days. Have a word with any of the usual Minor traders. Anyone with a workshop should be able to get the right paint. Your local car repairers may be able to help if you talk to the right person.

Not wishing to doubt you, but 1.5 inches is one hell of a gap :o It's more usual for the hinges to drop and then get a slight overlap which makes it difficult to shut. Have you tried the checks I suggested earlier? The symptoms say that it's either fuel or ignition (ie not mechanical damage) so you need to isolate which it is. The tacks go in to the corner of the channel at an angle, so they should be clear of the groove - sorry, I should have mentioned that before. If it's an old wing that you do not want to keep, then cutting away large chunks will give much better access to the bolts, particularly at the top rear and for the hockey sticks. If you're keeping the wing, then leaving the lirror on can provide something to grip and aid handling.
