The key air flow volume characteristic between multi bladed fans is the blade pitch not the number of blades.

]Here is a photo of balance pipes supplied recently. The threads are correct 3/8 UNF but the flaring is incorrect. The original bridging pipe on the right is single flare. The 2 supplied ones are double flare and are unlikely to seal.

The damper operating principal consists of dual pistons connected to a common rocker arm (the lever). It does not matter which way round they are fitted provided the levers are symmetrical and fitted accordingly.

There are 2 damper pads items 3 and 7 on the diagram. These are in contact with the shaft and they wear. Only the Secondary pad seems to be available (ESM). Easy to change by unscrewing caps 5 and 9. Phil Have obtained and fitted the stepped washers. As you stated they had to be filed a little to finally fit. The photo shows the small gap between the washers when fitted.
