How did you get on with the exchange conversions using ebay Canada?
I've brought stuff from Amazon.com before and their prices were all upfront converted before you committed to the purchase.
How does it work with ebay from an overseas site?

I saw these recently on fleabay. There must be more than one company in Hong Kong turning them out as I see your image has a mileometer with a reading, whereas the one I saw was at 00000. I don't think that necessarily means that it was taxed. How could it have been if it hasn't been MOT'd during recent years? It is post 1960 so requires an MOT in order to tax it. I think sometimes the information on that site is confusing. Good point, it didn't say 'Exempt' just 'No Details Held'. ...

It's definitely a stray earth, which is effectively taking the place of you operating the switch. As it's causing more than one cycle of the wipers to occur, it doesn't sound like a momentary thing. As you say it's 'often when turning right' then I'd be concerned that something is moving when you do...
