Sounds like a simple Ignition Switch change, unless the previous owner has wrongly connected something.
I assume a 1957 S3 isn't that different from my 1955 SII, so just a 2 position key switch?

Well, that's really odd. I've never heard of a Meter being affected by a lack of suppression on the HT, but then I suppose if they can cause a pulse 'click' on a radio they can affect an unshielded meter. Well from that feedback, I would say it's very likely that there is a loose or dirty connection somewhere on that sensing line which is causing a volts drop resulting in the Alternator over volt. it'll be something that's happened fairly recently. it might even just be the connection onto the Altern...

Well for starters, if it's a 63, it should be a 1098, because the change over from 948 to 1098 was Sep 62.....
All Minors, after SII are '1000' models, whether 948 or 1098 cc....
