Every car I've had with drum brakes has used a retaining spring of some sort on the rear shoes to keep them against the back plate. Many have also used them on the front. I'm not sure it could be described as 'falling standards' but the increasingly widespread use of 'snuck' as the past tense of 'sneak' irritates me more than perhaps it should. Also, before I descend from my high horse, the mistaken use of the Americanism 'curb' when people are referring to the kerb...

Here's a question.....just from idle curiosity... What on earth is the 'Toe Board'? I'm currently working on the assumption that since the Minor was clearly in production for decades without changes in that area, any strengthening is purely for those that wish to 'stress' their Minors beyond average...

They were available in the USA but then so were in-car record players

Why was this bulge in the bulkhead added? You say 'Added' but of course it was always there, so it wasn't added as such, it was in the original design. Interesting first question. Welcome to the Forums. A) the Disc conversion requires more fluid because of the size of the caliper pistons, the extra capacity isn't really needed on drum brakes.
