You clearly have a better idea than the previous welders of your car, your planning on some tuition! Yes a butt welded join is preferable, however butt welding two pieces of 18 gauge or thinner steel requires some patience and skill to do well. This is where a lap or joggled join is more preferable....

Hot soapy water followed by a cutting compound and then lots of wax. The compound will reduce the visible rust by removing any staining from the paint. The wax will help prolong the finish.

When you say you are having valves made, are you commissioning someone to make new to a pattern or using blanks? Only the second option would seem more economical.

I would be thinking about clamping or screwing the rear valance in place using the boot lid to line it up. That should help stop anything moving while you weld the rest of your repairs.

You need to be proficient in plug welding as well as being able to seam weld butt joints etc. Whilst MIG is essentially point and squirt it still requires some skill. I had the same issue with Hadrian front wings. After massaging the top curve with the bolts loose to bring it down and then clamping in position (while ensuring the the wing still lined up with the sill finisher etc) I still had to skim the tops of the doors to level the gap.
