If the vehicle is lowered and the bump stop sawn off shorter, it will allow you reduce the stroke applied to the damper, by leaning it over a bit.

Yes, go for a refurb, or even a new one may make sense, you can get quite decent ones for £400, and then you know the hardware and software will be up to date, you have a warranty, and are not buying an out of date crock!

Spacers are not a terrible idea as long as the studs are long enough, especially if you only need a couple of mm.

I seem to remember the differing holes were for use when the vehicle was at standard ride height or lowered.

Was gonna say, Owen Burton stuff was Marina/ital based and the origin of the stub axle sleeves to fit marina bearings to minor stubs.

Citric or oxalic acid ( both available on eBay) are great at removing rust without harming the underlying metal.
You could build a dam round the studs and fill with acid solution and leave to work.

To be 30psi, I would suggest stuck or broken rings, yes. A burnt valve is more likely to give you zero.
