I believe that most of the adjustment is via the hex bolts,I would leave the others alone. If the spring shackle is hitting the chassis it is a clear sign that the spring needs changing ,as the spring ages and looses temper it begins to straighten and therefore lengthens,then the shackle his the chassis . phill will answer,but to check dissemble to examine the threads,the tips should be flat,if worn to a point then the suspension needs replacement and is likely to collapse. one stoke of a mig on the fixed tip of the shoe and quench to keep the heat off the linings,file the end smooth, makes the shoe slightly longer and gives more adjustment at the cylinder end.

Its easy if you have a mig welder,one stroke of the mig on the round side tip of the brake shoe and a quench to keep the heat off the linings then file or grind the tip smooth . Makes the shoe longer so more adjustment at the cylinder end.

it could be the spring hanger(rear one)hitting the chassis not the exhaust. If the spring has sagged it lengthens and the rear hanger hits body. Simple to check the hanger should ,more or less point down,not to the rear. And there will b e a mark on the chassis leg.
