Whats changed since then is the General Data Protection Regulations 2018... when that came in to force DVLA stopped providing the info
The DVLA stopped providing the info in early Sep 2017, long before GDPR became active. They didn't issue any announcement to say the process was changing. One day they supplied the information and the next they didn't :o
What's outrageous and rather worrying, is how a long established entitlement can apparently be rescinded, without notice or any consideration of the ramifications. Makes you wonder what else could be removed/changed/cancelled without warning? :-?
The question is...What can be done about it?

You mean a bit like how a vehicle I have has mysteriously become subject to the LEZ in London over the last few months, despite having a letter me having a letter from 2013 saying its out of scope? The vehicle types affected by the LEZ haven't changed
