Just decided to restore my bumper blade on the pickup as it looking a bit rusty. removed it to find at least 3 other colours under the silver and whats more the bumper underneath is rotten. This is on a van that had a "full restoration" and "bare metal respray" only four years ago !!! Seems the resto didn't include the bumper. The door bottoms are also bubbling and showing rust so I dread to think whats hidden under there.
And this guys invoice stated he had been in business since 1964 and I know my dad paid him a lot of money to do the van. Seems you can't be too careful don't it.

I think it depends on what work was done during the restoration- did the invoice specify that the bumper assembly has been restored and the door bottoms replaced??
It could be that both areas were ok at the time - i.e. no rust bubbling through- at the time of the restoration so were just rubbed down and painted at the time. Bare metal could just mean that parts of the car were taken back to bare metal, not all the panels.
Plus a lot can happen to a car in four years.
