Use Solvol Autosol if they are only lightly oxidised/corroded, or a rotary polisher if heavily corroded. Yes, the centre caps push through from behind, though often get stuck in place, as the caps are steel and cause electrolytic corrosion.
A good tip is to use silver aerosol lids which fit most of the centre bores, and don't corrode; they are held in with a bead of silicone sealant on the back. These are the ones I fitted to mine:
