Reminds me of the period in the 1960's when three of us used to be driven to 'social functions' in our mate Harry's Traveller - the needle seemed to be permanently jammed up against the little peg at 80!

A spot of cr4p probably grease or metal will have jammed the magnet to the disc or the return spring snapped or lost the securing pin internally...unless you were testing??

I take it you were on a race track  . Speedos have been known to be optimistic but you can get them re calibrated. My mother's MGB GT speedo is pretty much bang on, as is the one in my V8 version (Which used to read slow) and my Traveller. The Midget speedo is a tad fast. 80mph, on the flat, would be quite good for a 1098, very good for a 948 and :o :o :o for the 803 and 918. I don't know what my 1275 Traveller will do but I've seen over 90 (Rev counter confirmed) and there was a little bit left (But not enough road).

Reminds me of the speedo I once had in an old car, not a Minor I hasten to add. At rest it read 30, in motion it read 80, whatever the speed. Only if you reversed would it actually return to zero. Made it a bit hard to observe speed limits.
