Yesterday was the first time I needed to take my car out in the rain
I noticed that the brakes were sticking on. It happened when I had slowed down (using the brakes) to about 5-10 mph then took foot off the brakes and it's as if your still pressing them. Then when I pulled away again they seemed ok......untill it was time to brake and stop again and it's the same.
flexi breaking down and acting as a non return valve, or the pull off springs may have come lose or are a bit tired (try replacing these first they cost penies and no bleeding required), I would also assume that surface rust in drum just adds to the whole effect, but that should rub off after a couple of brake cycles.

Probably seized up cylinders - unless you have disc brakes and the little seal has not been removed from the master cylinder? Easy way to tell where the problem lies - take the car for a run then feel the drums/discs with your hand. Any sticking-on will result in heat!
Check the master cylinder free play. The piston must be able to fully return in order to relieve all pressure. Is the brake rod loose when pedal is realeased?
And that little 'pressure' seal must have been removed from the master cylinder. Could just be sticking caliper pistons - they can do, if not used regularly.
