Does the drain plug on the rear axle have a seal?

No.
To seal - it relies on the taper thread being tight in the axle casing.

It's not that uncommon for a little bit of oil leakage from these plugs - not just in Minors but in many cars of that period.

Just to add to the above, regarding tightening this (and any other) drain plug, they can be notoriously hard to undo, but on the other hand if they are not tight enough they can drip. So I find the best policy is to tighten it with a short (12”) handle tool and undo it with a long handle tool. Before draining, undo the filler plug first!

They can also leak from the pinion oil seal and drip down to the lowest point which is the drain plug.
