Fuel filler question

Hi all.
I've just refitted the fuel tank to my Morris now all the welding is out of the way.
I put a new rubber seal on the filler neck but I'm not sure if it goes in side or outside the body? I put it on the filler tube first and when pushed in it leaves 3/4 of the rubber seal on the outside so I'm wondering if it should be fitted from the inside after the tubes pushed through so most of it is hidden?
Any ideas?

IIRC, it goes 1/2 in and 1/2 out.
