Hi when i painted my bumper valance in fibreglass about four years ago i spayed it with an etching primer first then a high build cellulose primer and then about five coats of top coat cellulose. Still looks as good as the day i painted it.

I have never had any problem preparing and spraying fibreglass and - as above - I have simply used the same materials as for steel panels. The most important thing is to prepare the fibreglass thoroughly first by giving the gelcoat a good rub down to get rid of any gloss and allow the primer to "key". It is quite common to see fibreglass panels with poor paint adhesion because they have not been prepared properly.
I would recommend something like a 180 grit dry abrasive paper. If you must get the fibreglass panel wet - and I would suggest you avoid this - then make sure it is fully dry prior to spraying.
