To allow fitment of the swivel to the Wolseley 1500 and Riley 1.5. The upper hole is used for both the Wolseley and the Riley.

The steering racks fitted to the Wolseley and the Riley are mounted higher up the bulkhead and to keep the steering angles right the Wolseley and Riley steering arms are fitted into the top hole.

The lower hole is for the Minor.

Latterly BMC/BL rationalised the swivel so as to suit all three vehicles under one part number. Hence the two steering arm holes.

Originally the swivel only had one hole but two mounting bosses. Through the top boss for the Wolseley/Riley and the lower boss for the minor.
