Crikey - I wouldn't fancy setting up a twin-choke Weber AND an SU on the same manifold!! I've never seen anything like that before! Can't imagine it would flow terribly well.

Well that is a strange one.
maybe the smaller carb is being used for the tickover and the second carb comes in on full throttle?

Possibly drag racing??

Perhaps some sort of experimental manifold to compare a SU and Webber, wouldn't work if you were looking at power but would work fine if you were comparing economy or emissions.
