What is this bracket thing on my engine? Standard?

Thanks for the pic, but my rocker cover does not have that pipe! So where should the pipe from the air filter connect?

My 1970 Traveller with 1098cc engine just had the breather hose from the carb base to the canister on the front tappet chest cover, a ventilated plastic oil filler cap, and no hose at all from the air filter housing (just the stub ventilating to atmosphere).
