Can a picture be added to a PM?

Currently I am unable to attach a picture to a PM so to answer your question - no - which is a pain.

If I need to send a picture I have to send it as an attachment to an 'e' mail.

Thanks for confirming my suspicions, i wanted to send a picture just now, and couldn’t find a way, yes a nuisance..

I'm in a couple of other forums and I don't know one that allows images/attachments in PMs.
