I had the same issues when bleeding the brakes. I bled the front, then the back. There were no more bubbles coming out but the pedal was still not hard. I bled the back brakes again and told my wife, who was operating the pedal, to "really stamp on it as hard as you can". A huge load of air made it out of the system, followed by lots more bubbles. After bleeding all of these out, the pedal was hard. I assume that stamping on the pedal dislodged some air further back in the system.
