Steering wheel boss repainting?

Hi
I have a 1961 Minor convertible with a 3 spoke steering wheel. The back of the boss has most of the black chipped back to the metal.
Any tips on how to repainting and with which paint?

I just rubbed mine down and sprayed with straight to metal paint. It looks ok...it's on the Austin though.

What if the plastic on the rim is badly broken as in, huge chunks missing. :(
(1960, three spoke)

The PO has wrapped the whole thing with plastic electrical tape but it's still a mishapen mess. A new wheel is, of course, the obvious option but if there's a half sensible way of doing it up, it'd be nice to have a go.

I suppose that if the wheel still has its structural integrity you could try filling the cracks with body filler,rubbing down and spraying?

What I wonder about - how did it get in this state? Does leaving out in the sun cause it? Or 'hammering' to remove it? Or animal chewing it? As others have suggested - body filler ( or perhaps a 'plastic metal' ) done carefully and multi coat respray should make it 'better' if not perfect.
