It looks as if the hubs have been modified to accept Minor wheels at 4" PCD.
Callipers are readily available. The above is a cheap way to get disc brakes on the front of a Minor even if the assys need an overhaul.

Looks like they've been stored in a salt-water lake, yet the backplates look surprisingly good!

The discs will clean up as will all of it and new bearings are cheap.
