why sawp the bulbs? does one side work and not the other?
Have you wiggled your fuses?? that can sometimes cure it.

FLASHERS
OK HERES A LONG SHOT!
IF YOU SET THE INDICATORS TO THE FAULTY SIDE, DO THE EXTERNAL
LAMPS FLASH, IN MY EXPERIENCE, THE STALK LAMP FAILS TO WORK
WHEN ONE OR BOTH OF THE EXTERNAL LAMPS FAIL (MAY NOT BE THE
BULBS, USUAL FAULT IS THE FRONT LAMP HOLDER FAILS DUE TO
CORROSION. (ALSO MAKES THE BULB A B...... TO GET OUT), FAILING
THAT YOU HAVE A WIRING FAULT. I WOULD SUGGEST YOU GET HOLD OF
A 12V TEST LAMP AS A METER CAN SOMETIME GIVE FALSE READINGS..

If you're just getting a click, then try my own personal favourite dodge. Use a large screwdriver and whack the round flasher unit with the handle. This normally shocks it into doing something. If it then works, it probably needs replacing, although mine soldiered on for over a year before I got around to it. It was very dented by then, mind, but it worked. Sort of.
Failing that, check all the earths - flashers and the earth for the flasher unit itself. Since you are getting a "click", it sounds like the unit is ascending towards the pearly gates and needs replacing. They're only a fiver or so, so it shouldn't be a problem. If you have the earlier large, square, 8-way relay for flashing brake lights (early 60's, after they got rid of the semaphores), then you might have trouble, as these are expensive and notoriously unreliable.

Almost all of the Minor 1000's have the little rounds Lucas type flasher relay. This has no idea which way you turn the indicator stalk as it justs regulates the supply to the stalk.
If it works one side, then it's not the flasher relay.
Therefore either your switch is not connecting to the left hand indicator wiring, or there is a bad connection in the wiring, at the bulbs or at the earths.
Sometimes the switches don't make good connection due to wear or dirt. When it's in the left position, waggle it around aggresively to see if it makes a conection. Also try it jsut before the switched position, then try it just a bit further instead. Half the timie you can get a dirty swich contact to work again by waggling it. If it's worn/broken you can repair if you are mechanically minded - or you can pay a small fortune for one on e-bay.
After waggling with no success, the best way is to check the output using a voltmeter as already suggested.
Without a voltmeter, more effort is involved.
If you really think it's not the switch...
Either
a)
look under the dash for the wiring loom from the switch.
Swap the left hand indicator wires with the right hand - can you make the other bulbs flash?
Or B)
If your car has bullet connectors, then unplug the indicator wires at the left inner wing area and plug them in to the indicators at the other side! You either need to unplug the whole loom, or otherwise use a long jumper wire. (use haynes manual wiring diagram to work out which wire is required) If you can make the other side bulbs work this will tell you if it is the bulbs / bulb holder / earth etc..
If it doesn't work, then it's the switch or the wirning from the switch to the inner wings.
