just go to the post office, unless the car has been off the road for a while and is not recorded as historic on your last renewal notice. if the car is not recorded as historic to get free road tax you will need to go your local dvla centre.. at least that is what i had to do about 10 - 15 years ago.. or of course you can do it on line these days
